Fence? No Fence!

It has always annoyed me that you could walk into a city, town or village loaded with stolen wares, but the guards don't bother! However, as soon as you want to sell the stolen items, any merchant exactly knows what is stolen and what is not!
The Fence perk can be unlocked early in game. ESL-flagged ESP.
