Restructure of the moddable games discussions

Changes to existing areas
All moddable games categories (e.g. Bethesda Games or CD Projekt Red Games) are converted into forums allowing to show a description. Furthermore, they are bundled in the new [ Modding ] hub.
The moddable games forums have subcategories/subforums for each game and game series.
Example:
Forum structure of Bethesda Games with The Elder Scrolls series and Skyrim:
[ Modding ] < Bethesda Games < The Elder Scrolls < The Elder Scrolls V - Skyrim < Skyrim - General Discussion
The Fallout series and the Elder Scrolls series got their own category each.

More frequent use of the tagging system
Just as the Skyrim discussions, I decided to bundle the Elex and Gothic series in only one hub each using the tagging system to differentiate between each part of the series. See here for more information.
