According to IGN, "it won't necessarily be called the Game of the Year edition" but Cyberpunk 2077 "will eventually receive a complete edition that includes all of its DLC". This edition will be released sometime in 2023 after the release of the Phantom Liberty expansion.

I admit that I never played this game (too much other things that captured my interest
) but it's still on my "I want to buy it in the future" list. So the complete edition would the ideal entry into Cyberpunk 2077 as a new player.
